S. Anne Hancock, Ph. D. Secretary’s Regional Representative
President George W. Bush appointed Dr. S. Anne Hancock to be U.S. Secretary of Education Margaret Spellings’ Regional Representative for Region IV of the U. S. Department of Education. Atlanta serves as the Regional Office for the eight states that comprise Region IV, which is the largest geographic region of the ten regions of the U. S. Department. Dr. Hancock will serve as the Secretary’s envoy and spokesperson and will represent the policies, initiatives, and programs of President Bush.
Prior to Dr. Hancock’s appointment by the President, she was the President and Founding Partner of A. Hancock & Associates, Inc., an educational consulting and motivational speaking firm, in Smyrna, Georgia . She is a nationally recognized speaker and presenter in the areas of collaboration and community reform. She has traveled extensively throughout the United States sharing her message of education reform. Her motivating speeches and seminars have captured a variety of audiences including businesses, colleges, universities, schools, churches, and civic organizations. She has presented over 350 speeches and seminars in 44 states and abroad.
Dr. Hancock, a native of Greenwood, South Carolina and a long time resident of Georgia, has a Doctor of Philosophy degree in Educational Leadership, a M.B.E. and Ed. S. degrees from Georgia State University, and an B. S. degree from Coker College in Hartsville. She has done post-doctoral study at Harvard. She is the first woman academician to be named an Honorary Alumna of Clemson University and was awarded an Honorary Doctorate of Letters from her undergraduate alma mater, Coker College .
Her professional education career spans 40 years and includes instructional and administrative experience at the secondary and postsecondary levels. From 1966 until her retirement she was a professor and administrator at Georgia Perimeter College . When she retired in 1997, she was the Director of Academic Affairs for the five campuses of the College. In 1990 she took a leave of absence from the College when she was appointed by President George H. W. Bush to serve as the Deputy Regional Representative to Secretary of Education Lamar Alexander. In 1989 she was appointed by President Bush to serve on the National Advisory Committee for Student Financial Aid, the only two-year college person in the country appointed to the Committee.
Dr. Hancock has been a member of many professional educational organizations; has published articles in professional journals, has served as a communications consultant to businesses, and has been the recipient of numerous professional awards and recognitions. She has received the Distinguished Alumni Award from Coker College; the prestigious Big Heart Award given annual by Civitan Clubs to the Georgian who possesses a truly humanitarian spirit and is committed to improving the lives of Georgia citizens; the Super 17 Citizens Award from Turner Broadcasting Systems; resolutions of commendation and appreciation from the Georgia Senate and the Georgia House; the coveted Wade Woodward Award for her significant contributions to Clemson University; and the Administrator of the Year Award at Georgia Perimeter College.
She has been an active participant in community, civic, church, and political affairs. She is the past president of her Kiwanis Club and presently serves on the Executive Committee of the Georgia Partnership for Excellence in Education, has been the leader and participant in eight Bus Trips Across Georgia sponsored by the Partnership; is on the Executive Board of Global Achievers International; on the Board of Directors of Project Read; on the Advisory Committee to the Georgia House of Representatives Education Committee; and on the Advisory Board of 100 Black Men of DeKalb County; and on the Clemson University Women’s Council.
In her new position Dr. Hancock will serve as the Department of Education’s liaison to state and local education agencies, public and private schools, colleges and universities, and elected officials of local and state government organizations. She will work to implement the No Child Left Behind Act of 2001, the comprehensive bipartisan plan to improve overall student performance and close the achievement gap between the rich and poor student in America ’s more than 89,599 schools. She will be available to speak to community and faith-based groups and assist them in their efforts to implement No Child Left Behind. Dr. Hancock’s office is located in the Sam Nunn Atlanta Federal Center, Suite 19T40, 61 Forsyth Street, S. W., Atlanta, GA.
